course aims in Estonian
Õppeaine käsitleb kogu ehitusprojekti elutsüklit alates ehitusinvesteeringute hindamisest, nende valikust kuni projekti lõpetamiseni.
Eesmärgid on järgmised:
- tutvustada ehitusinvesteeringuid ja nende hindamist;
- selgitada projekti riski kontseptsiooni ja investeeringute juhtimist;
- anda ülevaade projektijuhtimisest ehituse kontekstis;
- tutvustada ehitusinvesteeringute, riskijuhtimise ja projektijuhtimise mõisteid, termineid ja meetodeid;
- näidata, milline on projektijuhi roll ehituses;
- tuua näiteid parimatest saavutustest investeeringu hindamise ja projektijuhtimise osas.

The course considers the entire construction project life cycle from investment appraisal and project selection through to project completion.
Its objectives include the following:
- to introduce construction investments and their evaluation;
- to explain the concept of risk and how it is managed in investments and in projects;
- to provide an overview of project management in a construction industry context;
- to introduce investment appraisal, risk management and project management concepts, terms, tools and techniques;
- to illustrate the role of the project manager in delivering construction projects;
- to indicate current best practice with regard to investment appraisal and project management.

Õppeaine läbinud üliõpilane:
- tõlgendab ja rakendab reegleid ning konventsioone, et arendada rahavoogusid tüüpiliste, ehitusega seotud investeeringute jaoks;
- rakendab rahavoogude suhtes üldisi investeeringute hindamise näitajaid (NPV, IRR jne), et teha ratsionaalseid investeerimisotsuseid;
- hindab kulude ja tulude analüüsi aruannete õigsuse ning järjepidevuse osas;
- analüüsib riske (kvantitatiivselt ja kvalitatiivselt) ehitusinvesteeringute ning projekti riskijuhtimise spetsiifilises kontekstis;
- kohandab projektijuhtimise põhimõtteid, tulemuslikkuse valdkondi, üldisi mudeleid, meetodeid ja artefakte konkreetsetele ehitusprojektidele ning projektistsenaariumidele;
- hindaba kriitiliselt olemasolevaid ehitusprojekte, et teha kindlaks projektijuhtimise puudujäägid ja soovitada parandusi.

After completing this course, the student:
- interprets and applies rules and conventions to develop cash flows for typical, construction-related investments;
- applies common investment appraisal metrics (NPV, IRR, etc.) to cash flows to make rational investment decisions;
- evaluates cost benefit analysis reports for correctness and consistency;
- analyzes risk (quantitatively and qualitatively) in the specific contexts of construction investments and project risk management;
- adapts (tailors) project management principles, performance domains, common models, methods and artifacts to specific construction projects and project scenarios;
- critically appraises existing construction projects to identify project management shortcomings and recommend improvements.

Majandus riiklikus kontekstis, riiklike investeeringute poliitika, ehitusinvesteeringuid soodustavad programmid ja nende kasumlikkus. Avaliku- ja erasektori investorite ja investeeringute projektid. Investeeringute hindamise meetodid. Keskkonnakaitse ja sotsiaalse jätkusuutlikkuse aspektid ehitusinvesteeringutes. Projektide finantseerimine. Riski mõiste ja riskide arvestamine investeeringutes ja projektijuhtimises.
Projekti mõiste ja olemus. Projektijuhtimise põhimõtted, tulemuslikkuse valdkonnad, mudelid, meetodid ja artefaktid ning nende seos ehitusprojektidega. Projektijuhi roll, tema kohustused ja vastutus.

The national economic context, public investment policies, programmes and incentives for construction investments. Public and private sector investors and investment projects. Investment appraisal methods. Environmental and social sustainability aspects of construction investments. Project finance. The concept of risk and how risk is considered in investments and in project management. The concept and nature of projects. Project principles, performance domains, models, methods and artifacts of project management and how all these relate to construction projects. The role of the project manager, their obligations and responsibilities.
