course aims in Estonian
- Õppeaine eesmärgiks on töötada välja ´ettevõtliku riigi´ lahendusi tehnoloogilise arengu toetamiseks konkreetsetes avaliku sektori organisatsioonides/tegevustes (nt tehnoloogiate arengu toetamine ja kasutamine läbi riigihangete, regulatsioonide; e-riigi teenuste arendamine jms). Selleks rakendatakse õppekava jooksul omandatud teoreetilisi ja praktilisi oskusi riigi ja avalike teenuste toimimisest.

- The goal of the subject is to develop entrepreneurial state solutions in specific public sector organizations/task related to technological development (e.g. using and supporting the development of new technologies via public procurement, regulations etc; developing e-governance services etc). The course will apply the theoretical and practical skills on the functioning of the state and public services acquired throughout the curriculum.

Õppeaine edukalt läbinud üliõpilane:
- oskab tuvastada, analüüsida ja diagnoosida tehnoloogilise arenguga seotud peamisi probleeme konkreetses avaliku sektori organisatsioonis/poliitikavaldkonnas (sh tehnoloogiate kasutamine ja nende arengu soodustamine)
- oskab rakendada probleemide lahendamiseks õppekava jooksul omandatud teoreetilisi ja praktilisi oskusi riigi ja avalike teenuste toimimisest
- omab ülevaadet kursuse käigus vaadeldud avaliku sektori organisatsiooni/poliitikavaldkonna kujunemisloost, peamistest väljakutsetest, õiguslikust ja juhtimislikust keskkonnast
- oskab tuua välja ja selgitada praktikutele nende praktiliste probleemide laiemat teoreetilist konteksti
- on võimeline töötama välja konkreetseid ettepanekuid ja soovitusi ning ´ettevõtliku riigi´ lahendusi tehnoloogilise arengu soodustamiseks konkreetses avaliku sektori organisatsioonis/poliitikavaldkonnas

After successfully passing the subject the student:
- can distinguish, analyze and diagnose the main challenges related to technological development in specific public sector organization/task (including the use of technologies by public sector organizations and the support of their development)
- knows how to apply the theoretical and practical skills on the functioning of the state and public services acquired throughout the curriculum for solving specific challenges
- understands the history, main challenges, legal and managerial context of the specific public sector organization/task studied during the course
- can bring out and explain to practitioners the broader theoretical context of their daily challenges
- is able to develop policy recommendations and develop entrepreneurial state solutions in specific public sector organization/task related to technological development

Õppeaine eesmärgiks on grupitööna töötada välja "ettevõtliku riigi" lahendusi tehnoloogilise arengu toetamiseks konkreetsetes avaliku sektori organisatsioonides/tegevustes (nt tehnoloogiate arengu toetamine ja kasutamine läbi riigihangete, regulatsioonide; e-riigi teenuste arendamine jms). Selleks rakendatakse õppekava jooksul omandatud teoreetilisi ja praktilisi oskusi riigi ja avalike teenuste toimimisest. Kursuse käigus lahendatavad ülesanded töötatakse välja koostöös riigi ja kohalike omavalitsuse asutustega lähtudes nende vajadustest.

The goal of the subject is to develop as a group assignment entrepreneurial state solutions in specific public sector organizations/task related to technological development (e.g. using and supporting the development of new technologies via public procurement, regulations etc; developing e-governance services etc). The course will apply the theoretical and practical skills on the functioning of the state and public services acquired throughout the curriculum. The practical challenged will be defined in collaboration with state and local government organizations and will be based on their needs.

100% - Praktilisele probleemide väljatöötatud lahenduse kirjalik ja suuline esitlus (sh suuliste ja kirjalike vaheraportite esitamine vastavalt kursuse kavale).

100% - Written and oral presentation of the solution to a practical problem (including oral and written mid-term reports as specified in course syllabus).

Kursuse raames tuleb tudengitel grupitööna töötada välja konkreetsed ettepanekud, soovitused ning ´ettevõtliku riigi´ lahendusi tehnoloogilise arengu toetamiseks konkreetsetes avaliku sektori organisatsioonides/tegevustes. Selleks tuleb tutvuda nii teoreetilise kirjandusega kui analüüsitava avaliku halduse tegevusega seotud õigusaktide, uuringute, analüüside, teiste riikide praktikatega jms. Iseseisev töö tuleb esitada nii kirjalikult (nt teemalehe – policy brief – formaadis) kui ka lõpliku suulise ettekandena. Iseseisva töö jooksul tuleb esitada vastavalt kursuse kavale ka kirjalikke ja suulisi vaheraporteid.

Students must deliver as a group assignment specific policy recommendations and entrepreneurial state solutions in specific public sector organizations/task related to technological development. For this, students need to work through compulsory theoretical literature and legal texts, analyses and best practices from other countries. Independent work needs to be delivered both in written form (e.g. policy brief) and as final oral presentation. Thought the process students must deliver written and oral mid-term reports according to the course schedule.
