- Tutvustada erinevaid majandusarengut käsitlevaid teoreetilisi käsitlusi ja koolkondi;
- Selgitada innovatsiooni ja tehnoloogilise arengu olemust ja iseloomu ning anda ülevaade peamistest vastavatest teoreetilistest kontseptsioonidest ja arengusuundadest;
- Mõtestada lahti riigi roll majandusarengu küsimustes nii teoreetilisel kui ka konkreetsete juhtumianalüüside tasandil;
- Viia tudengid kurssi käesoleval ajal olulisemate akadeemiliste debattidega tehnoloogia, innovatsiooni, majandusarengu ja avaliku poliitikat puudutavates teadusdistsipliinides.

The aim of this course is:
- To introduce different theoretical approaches and schools of thought to economic development;
- To explain the varying nature and character of innovation and technology related developments in relation to their theoretical underpinnings and evolution;
- To discuss the role of a state in economic development both in terms of theoretical as well practical perspectives;
- To provide the students with knowledge of the research frontier in the area of technology, innovation and economic development analyses, and the role of public policy in these.

Aine edukal läbimisel üliõpilane:
- Tunneb tehnoloogilise ja majandusarengu põhiprintsiipe, peamisi teooriad, arenguid ning omab ülevaadet vastavate teadusdistsipliinide hetkeseisu kohta;
- Omandab sügavamad teadmised moodsa haldusjuhtimise olulisimate teemade ringi suhtes;
- Suhestab omavahel haldusjuhtimist ning (tehnoloogilist) majandusarengut nii teoorias kui ka praktikas;
- Oskab välja tuua majandusarengu spetsiifilisi probleeme ja teab, milliste teoreetiliste käsitluste abil neid lahendada saab;
- Hindab kriitiliselt erinevaid majandusarengu lähtealuseid ja trende ning selgitab nende tugevaid ja nõrku külgi;
- Oskab tundma õpitud teooriaid igapäevatöös ning iseseisvas teadustöös rakendada.

After completing this course students:
- Have basic knowledge about technological and economic development theories, historical evolution, development and the current state;
- Have deeper knowledge about the main issues of modern public administration;
- Understands the links between public administration and technological and economic development theories and practice;
- Can identify the main problems of innovation and economic development, and know the theoretical approaches that have been used to tackle these problems in the past;
- Can critically assess the different trends in the field and bring out their strong and weaker aspects;
- Can successfully apply the obtained theoretical knowledge in practice and in independent research.

Tehnoloogia valitsemine on valdkond, mis ühendab endas tehnoloogia, majanduse ja avaliku poliitika. Need kolm valdkonda piiritlevad ka antud kursuse teemad. Kursuse käigus käsitletakse tehnoloogia iseloomu, arengut ja rolli tänases ühiskonnas; majandusarengu iseloomu ning avaliku poliitika rolli tehnoloogia ja majanduse arengus. See teemadering on üks olulisemaid tänases haldusjuhtimises, kuna avaliku poliitika lahendustest ja riigi rollist üldisemalt tehnoloogia arengu kujundamisel sõltub ühiskonna laiem ja pikaajaline sotsiaal-majanduslik heaolu.
brief description of the course in English
Technology Governance is an interdisciplinary public policy concept bringing together three different disciplines of economic development such as technology, economics and public policy. These three areas form also the core of the course. During this course, the attention is paid to technology, its essence, evolution and role in the current society; influencing factors and essence of economic development; and the role of public policy in technological and economic development. The aforementioned set of issues is extremely crucial today and in the framework of modern public administration, as public policy solutions on technology and industrial design are those on which the countries’ long-term socio-economic development is depending in a great extent.

Teaduslik essee tehnoloogia valitsemisest ühe vabalt valitud juhtumianalüüsi põhjal. Analüüsi kirjutamisel peab teoreetilise raamistiku kokkupanemiseks kasutama loengukursuse raames väljapakutud kohustuslikku lugemismaterjali, mida täiendatakse muude (sh teoreetiliste) allikatega sõltuvalt konkreetsest juhtumianalüüsist. Essee peab vastama akadeemilistele viitamisreeglitele.

The case study analysis on technology governance in the form of a scholarly article. The selection of the particular case-study is up to a student. The theoretical framework of the analysis has to apply to the compulsory reading material of the course and supplemented with additional (theoretical) literature dependent on the case-study. The essay has to be fully referenced.
