Kursuse eesmärk on käsitleda riigi rolli tehnoloogilise arengu ja innovatsiooni edendamisel. Kursus annab ülevaate erinevatest teoreetilistest võimalustest riigi ja avaliku halduse rolli innovatsiooni edendamisel lahti mõtestada. Samuti on kursuse eesmärk anda ülevaade ja diskuteerida arenevate riikide ees seisvaid väljakutseid innovatsiooni edendamisel. Kursus vaatleb lähemalt küsimusi, milline peab olema avaliku halduse struktuur ja ülesanded, et oleks tagatud tehnoloogiline areng ja innovatsioon.

The course aims to give an overview about the main issues related to the role of the state in technological development and innovation. The course discusses different theoretical ways how to understand the role of state and in particular that of the public administration in innovation. The course discusses issues surrounding the question what should be the nature and structure of the public sector in order to support and enhance technological development and innovation. In addition, the course aims to discuss specific challenges related to developing countries.

Aine edukal läbimisel üliõpilane:
- oskab diskuteerida ja eristada erinevaid teoreetilisi põhjendusi riigi rollist tehnoloogilises arengus ja innovatsioonis;
- teab erinevaid teoreetilisi suundumisi, mis diskuteerivad avaliku sektori struktuuri rolli tehnoloogia arengus ja innovatsiooni edendamisel;
- teab millised on arengumaade peamised väljakutsed innovatsiooni edendamisel.

After having passed the course successfully, the student:
- is able to discuss and delineate different theoretical possibilities how to justify the role of the state in technological development and innovation;
- differentiates various theoretical issues in how specific public sector structure promotes innovation;
- is able to discuss about the key challenges that the developing countries are facing in supporting innovation.
