Kursus eesmärgiks on mõtestada Euroopa Liitu läbi selle aluseks olevate riikluse postulaatide käsitlemise, soovides sedasi jõuda sügavama arusaamiseni tänapäevase Euroopa lõimumise alustest. Kursuse teiseks eesmärgiks on tutvustada Euroopa Liidu toimimise praktilisi aluseid ning Liidu institutsionaalset olemust ja poliitikaid.

The aim of the course is to understand the character of the European Union by way of thinking about the postulates of the European state. Thereby it wishes to reach to the fundamentals of European integration. The course offers also an introduction to the current practices of the EU, to its institutional framework and its policies.

- omandab teadmised EL-i igapäevase toimimise alustest, Liidu institutsionaalsest ülesehitusest

Successful completion of the course presumes the student to have:
- acquired profound knowledge about the fundamentals of the European integration
- understood the historical shaping of the concept of the state and the philosophical postulates of the character of the modern European state
- acquired knowledge of the history of the EU
- acquired knowledge about the current practices of the EU, about its institutional framework
- become familiar with the main issues pertaining to policy making in the EU
- ability to distinguish theoretical and practical questions related to the subject and to appreciate the role of theory to understand and solve practical questions

Kursus jaguneb kolme ossa, millest esimene heidab pilgu kaasaegse Euroopa riigi filosoofilistele postulaatidele, teine kajastab mõningaid lõimumise aluseks olevaid printsiipe (sh demokraatia ja omavalitsuse küsimusi) ning kolmas keskendub Euroopa Liidu institutsionaalsele praktikale ja poliitikate analüüsile.
brief description of the course in English
The course is divided in three parts the first of which glances at the philosophical postulates of the modern European state, the second considers some salient principles of European integration (e.g. democracy, self-government etc) and the third focuses on the institutional practice and the analysis of policies in the European Union.

Aine raames tuleb teha üks kodutöö ja üks seminari ettekanne.
Kodutöö on esseelaadne iseseisev töö, mille teema peaks olema seotud Euroopa Liidu tuleviku ümber käiva debatiga, soovitav oleks võtta üks debati tahkudest kursusel käsitletavasse fookusesse. Töös peab olema kasutatud vähemalt kolme teoreetilist allikat (eelretsenseeritud teadusajakirjadest); pikkuseks vähemalt 2000 sõna, kuid mitte üle 3000.
Seminari ettekanne tuleb teha konkreetse seminari kohustlusliku kirjanduse põhjal.

Homework should mirror the debate about the future of the EU. It is recommendable to take one of its facets into a closer focus. The work should be based on at least 3 theoretical sources (from cc journals); the length of the work should be at least 2000 but no rmore thab 3000 words
Presentation involves an overview of a compulsory article.
