Kursuse peamiseks eesmärgiks on, et kursuse läbinud oskaksid planeerida uurimistöö metodoloogiat bakalaureusetöö raames ning hinnata konstruktiivselt ja kritiseerida teaduslikke artikleid ja uurimistöid.
Kursuse täiendavateks eesmärkideks on:
- Anda ülevaade teadusliku töö olemusest ja sotsiaalteaduste metodoloogiast võrreldes loodus- ja humanitaarteaduste metodolooogia.
- Tutvustada erinevaid teaduslike artiklite andmebaase.
- Anda ülevaade peamisest teaduslikest ajakirjadest avaliku halduse valdkonnas.
- Arendada teadustöö tegemiseks vajaminevaid praktilisi oskusi.
- Selgitada teadusliku töö ülesehituse loogikat.
- Anda konkreetseid juhiseid teadusliku uurimistöö konkreetse vormistamise, tsiteerimise ja refereerimise osas.
- Selgitada erinevaid andmete kogumise vahendeid.
- Tutvustada erinevaid meetodeid, mida sotsiaalteaduslikus uurimises on võimalik kasutada.
- Tuua välja peamised mõisted, mida uurimistöö tegemisel või hindamisel tuleb silmas pidada.

The main of the course is that those who have passed it would be able to plan undegraduate thesis and to be able to evaluate and criticise constructively other scientific articles and studies from the methodological point of view.
The additional goals of the course are:
- To give an overview of the nature of scientific work in social sciences methodology in comparison to natural sciences and humanities.
- To introduce different databases for finding scientific articles.
- To give an oveview of the main academic journals in the field of public administration.
- To develop the practical skills necessary for scientific work.
- To explain the logic underlying the structure of a scientific study.
- To give thorough instructions on the correct outlay of a scientific work and how to cite and refer other scientific works.
- To introduce different methods that can be used in social scientific inquiry.
- To outline the basic concepts that have to be kept in mind when conducing a scientific study.
- To illustrate the use of different instruments and methods for gathering data.
- To provide guidance on research design and elaborate on the different phases of research process.
- To give specific instructions on how to a case study.

Kursuse eesmärk on anda ülevaade teadusliku töö olemusest ning arendada praktilisi oskuski teadusliku töö läbiviimiseks. Kursus annab ülevaate erinevatest meetoditest, mida avaliku halduse alases teaduslikus uurimistöös võimalik kasutada, toob välja peamised mõisted, mida uurimistöö tegemisel või hindamisel tuleb silmas pidada, käsitleb uurimise disaini ja erinevaid etappe uurimistöö protsessis. Kursus annab konkreetseid juhiseid, kuidas viia läbi juhtumi analüüsi, kuidas koguda andmeid küsimustike ja intervjuude abil, kuidas analüüsida kogutud andmeid. brief description of the course in English
The aim of the course is to provide an overview of the nature of scientific work and to develop skills required for conducting scientific inquiry. The course will provide an overview of the different kinds of methods that can be used in conducting a scientific study in the field of public administration, explain the main concepts of scientific work, explain the need for and the essence of research design, and elaborate on the different phases of research process. The course will give an overview about how to conduct a case study, how to collect information and how to analyse the collected data. The course will give an overview of the main journals in the field of public administration and give guidelines with regard to using electronic databases for academic research. The course will also give specific instructions with regard to the correct outlay and structure of a scientific work and explains how to cite and refer correctly other sources that have been used in writing the paper.

Hinne kujuneb kolme komponendi põhjal:
40% - osalemine loengutes-seminarides. Hinnatakse aktiivset osalust diskusioonides, kursis olekut lugemismaterjalidega.
20% - kirjalik töö I, artikli analüüs. Hinnatakse kursuse jooksul omandatud teadmiste rakendamist teadusliku artikli analüüsimisel ja kritiseerimisel.
40% - kirjalik töö II, uurimistöö kavand. Hinnatakse kursuse jooksul omandatud teadmiste rakendamist oma uurimistöö strateegia, struktuuri ja metodoloogia arendamisel.

The final grade would be awarded based on two different components:
40% - Participation at the combined lectures-seminars. Criteria for assessment: active participation at the discussions, familiarity with obligatory readings.
20% - written assignment I, analysis of a scientific article. Criteria for assessment: how well the student cab apply the knowledge and skills acquired during the course for analysing and criticising constructively a scientific article.
40% - written assignment II. Outline of the structure, research strategy and methodology for one_s own scientific inquiry. Criteria for assessment: how well the student can apply the knowledge and skills acquired during the course for outlining the structure, research strategy and methodology for the BA thesis.

Esimese iseseisva töö eesmärgiks on rakendada kursuse jooksul omandatud teadmisi teadusliku ühe rahvusvahelises teadusajakirjas avaldatud artikli analüüsimiseks ja kritiseerimiseks.
Artiklit tuleb analüüsida lähtudes järgnevatest punktidest:
- Kirjeldage artiklit paari lausega. Mis tüüpi uurimistööga on tegu?
- Milline on püstitatud uurimisküsimus (uurimistöö/artikli eesmärk)? Uurimishüpotees(id)?
- Mis on uuritavaks objektiks (unit of analysis)?
- Milliseid uurimismeetodeid on kasutatud uurimisküsimusele vastamiseks? Milliseid informatsiooniallikaid?
- Millisele järeldusele uurija(d) jõuab(jõuavad)?
- Milline on teie üldhinnang artiklile (artikli struktuur, ülesehituse selgus ja põhjendatus; teksti loetavus ja ladusus; arvandmete, tabelite ja skeemide kasutamine, argumenteerimine jms.)

The first written assignment should apply the skills and knowledge acquired during the course for analysing a scientific article published in an international academic journal. The assignment should cover following questions:
- Describe the article in few sentences. What kind of a scientific inquiry is it?
- What is the research question, the goal fo the article? What are the research hypotheses posed?
- What is the unit of analysis?
- What kind of methods have been used for answering the research question? What kind of sources of information have been used?
- To what conclusions does the author arrive?
- What is your general assessment of the article: how good is the structure, how logical is the setup and framework, how easy it is to follow the text, have the use of numerical data, tables, schema etc been appropriate and justified, are the arguments presented convincing?
The goal of the second written assignment is to apply the knowledge and skills acquired during the course for developing the methodology for the an undergraduate research paper (BA thesis). The assignment include: research question, an overview of the methodology that is planned for the undergraduate, reasons for choosing the particular methodology and how this methodology would enable one to find answers to the posed research questions, what the planned steps for the research process are, what are the expected problems and difficulties that one is likely to face in the course of the planned research process. The assignment should indicate the list of literature that is planned to be used in writing the paper.
