Kursuse üldeesmärgiks on anda põhjalikke teadmisi uuematest arengutest avalikus halduses kui teaduslikus distsipliinis. Kursuse ala-eesmärkideks on:
• Anda ülevaade avaliku halduse kui distsipliini ajaloolisest kujunemisest;
• Käsitleda peamisi uurimisprobleeme avalikus halduses ja erinevate lähenemiste pakutud võimalikke vastuseid;
• Tutvustada erinevaid avaliku halduse teoreetilisi käsitlusi;
• Pöörata tähelepanu konkreetsetele avaliku halduse teoreetilistele käsitlustele, mis on relevantsed Kesk- ja Ida-Euroopa riikide avaliku halduse arengus;
• Anda ülevaade avaliku halduse kui teadusdistsipliini hetkeseisust maailmas, sealhulgas Anglo-Ameerikas, Mandri-Euroopas ja Skandinaavias;
• Selgitada seoseid avaliku halduse teooriate ja praktikate vahel.

The core goal of the course is to offer thorough knowledge about the newest developments in public administration as a scholarly discipline. The subgoals of the course are the following:
• To provide an overview of the historical development of public administration as a scholarly discipline;
• To discuss the main research problems in the field of public administration and how different approaches have answered them;
• To introduce different theoretical approaches to public administration;
• To analyze specific theories of public administration that are relevant in the current development stage of the public administration in Central Eastern Europe;
• To give an overview of the current state of the field of public administration around the world, including the Anglo-American, Continental European and Scandinavian experience;
• To explain the connections between the different theories and practices of public administration.

Aine edukal läbimisel üliõpilane:
1. Omab sügavamaid teadmisi avaliku halduse peamiste teooriate kohta ning oskab neid rakendada iseseisvas teadustöös ja igapäevatöös.
2. Tunneb avaliku halduse kui teadusdistsipliini ajaloolist kujunemist.
3. Oskab välja tuua peamisi avaliku halduse probleeme ja teab, milliste teoreetiliste käsitluste abil neid lahendada saab.
4. Suhestab avaliku halduse teooriat ja praktikat, näeb nende vahel seoseid.
5. Mõistab haldusaparaadi toimimist ja suudab teaduslikult analüüsida selle juhtimise efektiivsust.
6. Hindab kriitiliselt erinevaid avaliku halduse reformide lähtealuseid ja trende ning selgitab nende tugevaid ja nõrku külgi.

After completing this course, the student:
1. Has deeper knowledge about the main public administration theories and is able to apply them in independent research and practical work.
2. Is familiar with the historical roots and development of the field of public administration.
3. Can identify the main problems of public administration and knows how different theoretical approaches can be used to tackle these problems.
4. Understands the links between public administration theories and practice.
5. Understands the logic of public organisations and can scientifically evaluate the effectiveness of their management.
6. Can critically assess different trends in public administration and bring out their stronger and weaker aspects.

Kursus annab süstemaatilisi teadmisi ja oskusi avaliku halduse valdkonnas, valmistamaks ette teadureid, riigi- ja kohaliku omavalitsuse ametnikke ja nõustajaid. Kursuse peamiseks eesmärgiks on anda põhjalikke teadmisi uuematest arengutest avalikus halduses kui teaduslikus distsipliinis. Kursuse käigus antakse ülevaade avaliku halduse kui distsipliini kujunemisest, käsitletakse peamisi uurimisprobleeme avalikus halduses ning tutvustatakse erinevaid teoreetilisi käsitlusi avalikus halduses ning nende seoseid praktikatega. Kursus pöörab tähelepanu konkreetsetele avaliku halduse käsitlustele, mis on relevantsed Kesk- ja Ida-Euroopa riikide avaliku halduse arengus ning annab ülevaate avaliku halduse kui teadusdistsipliini hetkeseisust maailmas, sealhulgas Anglo-Ameerikas, Mandri-Euroopas ja Skandinaavias.

The goal of this course is to provide systematic knowledge and skills in the field of public administration, thus training junior researchers, future state and local government managers and advisors. The main aim of the course is to offer thorough knowledge about the newest developments in public administration as a scholarly discipline. The course provides an overview of the historical development of public administration as a scholarly discipline, discusses the main research problems in the field of public administration, introduces different theoretical approaches to public administration and how they are related to practice. The course will pay attention to specific theories of public administration that are relevant in the current development stage of the public administration in Central Eastern Europe and will discuss the main problems that need to be addressed in the region. The course also will give an overview of the current state of the field of public administration around the world, including the Anglo-American, Continental European and Scandinavian experience.

Iseseisva kirjaliku töö eesmärgiks on rakendada kursuse jooksul saadud teoreetilisi teadmisi konkreetse juhtumi analüüsimiseks.

Iseseisev kirjalik töö peab sisaldama järgmiseid elemente:
• Analüüsitava juhtumi kirjeldus (nt konkreetne probleem avalikus sektoris, reformikatse, reformikogemus, kriis).
• Kuidas erinevad avaliku halduse teooriad antud juhtumit käsitleks (nt milliseid tõlgenduslikke raame antud juhtumi jaoks pakuks)?
• Milliseid avaliku halduse valdkonna teoreetilisi käsitlusi antud juhtum illustreerib?
• Kas valitud juhtum viitab sellele, et avaliku halduse valdkonna teoreetilisi käsitlusi tuleks laiendada? Kas antud juhtum viitab konkreetsele lüngale avaliku halduse alases teaduskirjanduses?
• Milliseid praktilisi soovitusi võiks antud juhtumi puhul teha, tulenevalt avaliku halduse teaduskirjandusest ja peamistest teoreetilistest käsitlustest?

Content of the written assignment:
The goal of the assignment is to apply the theoretical insights gained from the course to the analysis of a specific case.

The written assignment should include the following elements:

• The delineation of the specific case (e.g. a specific problem in the public sector, a reform attempt, a reform experience, a crisis).
• How can different theories of public administration be used for analysing the case (e.g. what types of interpretive frames would different theories offer)?
• What kind of theoretical insights does the chosen case study illustrate?
• In light of the case study, are there gaps in the theoretical approaches of the scholarly literature on public administration? Does the case indicate that the boundaries of the existing theoretical approaches should be expanded?
• What kind of practical suggestions can one make for the specific case based on the theoretical approaches in the scholarly literature of public administration?
