Kursuse üldeesmärgiks on anda põhjalikke teadmisi uuematest arengutest halduspoliitikas kui uurimisvaldkonnas. Kursuse ala-eesmärkideks on:
• • Anda ülevaade halduspoliitika uurimisel kasutatavatest peamistest teooriatest ja mudelitest;
• Analüüsida poliitikaprotsessi erinevaid etappe lähtuvalt halduspoliitika astmelisest mudelist, osapooli ning seoseid siseriiklike ning rahvusvaheliste poliitikaprotsessidega;
• Õpetada üliõpilasi nägema seoseid poliitikaprotsessi (s.h. eelarveprotsessi)sisendite, väljundite, tulemuste ja mõjude vahel;
• Anda alusteadmisi valitud halduspoliitika valdkondadest, nende kujunemisest ja kaasaegsetest arengutrendidest ning seostest teiste valdkondadega.

The core goal of the course is to offer thorough knowledge about the newest developments in public policy as a research field. The subgoals of the course are the following:
• To give and overview of the main theories and models used to research public policy;
• Based on the process theory, analyse the different stages of the public policy process, its stakeholders, and connections between the national and international policy processes;
• Show the students connections between inputs, outputs and outcomes of the policy process (including budget process);
• To give the basic knowledge of selected public policy fields, their development, contemporary trends and connections to other policy fields.

Aine edukal läbimisel üliõpilane:

1. mõistab halduspoliitika protsessi erinevate etappide vahelisi seoseid ning oskab neid analüüsida;
2. on teadlik halduspoliitika uurimisel kasutatavatest enamlevinud teooriatest ja mudelistest, oskab neid võrrelda ning suudab neile toetudes püstitada uurimisküsimusi ja viia läbi iseseisvat halduspoliitika uurimist;
3. oskab suhestada halduspoliitika eesmärke ja eelarvet ning hinnata halduspoliitika eesmärkide peegeldumist eelarvetes;
4. tunneb poliitika analüüsil kasutatavaid peamiseid lähenemisviise ning analüüsib nende seoseid poliitikate ülevõtmise ning eelarveprotsessidega;
5. toob näited loengutes käsitletud halduspoliitika valdkondade kohta, selgitab nende omavahelisi seoseid ning suudab teha üldistusi halduspoliitika valdkonna kohta üldiselt.

After completing this course, the student:

After successfully passing the subject the student:
1. Understands the connections between different stages of the policy process and is able to analyse them;
2. Knows the most common theories and models of public policy that are used in the research, is able to compare them, propose research questions based on them and carry out independent research;
3. Is able to connect the objectives of the public policy to the budget process and evaluate how well these objectives are reflected in the budget;
4. Knows the main methods and approaches of policy analysis and analyses how they are connected to policy transfer and budgeting;
5. Brings examples of the policy fields covered during the lectures, explains their connections and is able to make general conclusions about the policy field.

Kursus annab süstemaatilisi teadmisi ja oskusi halduspoliitika valdkonnas, tutvustades uuemaid arenguid ning teoreetilisi ja empiirilisi debatte. Kursus annab ülevaate levinumatest halduspoliitika teooriatest, lähtudes oma ülesehituses halduspoliitika astmelisest mudelist. Kursus selgitab, kuidas analüüsida erinevate poliitika osapoolte rolli poliitikakujundamise protsessis ning nende seoseid siseriiklike ja rahvusvaheliste poliitikaprotsessidega. Olulist rõhku asetatakse poliitika elluviimise ja hindamise käsitlemisele. Lisaks neile käsitletakse halduspoliitika ja eelarve seost, poliitikate ülekandmist ning avaliku sektori marketingi. Kursuse lõpus vaadeldakse lähemalt konkreetsete halduspoliitika valdkondade olulisemaid probleeme ning valikuid nii rahvusvahelises kui ka Eesti kontekstis.
brief description of the course in English
The goal of the course is to provide systematic knowledge and skills in the field of public policy, introducing the students to the newest developments, including theoretical and empirical debates, in this research field. The course proceeds from the process theory and but also gives overview of the other most common theories of public policy. Important emphasis is placed on the implementation and evaluation stages of public policy. The course explains how to analyse the role of different actors in policy-making process and their connections to domestic and international policy processes. In addition, the course will cover such topics as policy transfer, connection of public policy and budgeting, and public sector marketing. In the end of the course, a few specific policy fields are analysed for their development, main contemporary issues and choices in international as well as Estonian context.

Iseseisev kirjalik töö peab sisaldama järgmiseid elemente:
• Analüüsitava juhtumi kirjeldus (konkreetne halduspoliitika probleem).
• Kuidas erinevad halduspoliitika teooriad antud juhtumit käsitleks?
• Milliseid halduspoliitika teoreetilisi käsitlusi antud juhtum illustreerib?
• Milliseid praktilisi soovitusi võiks antud juhtumi puhul teha, tulenevalt halduspoliitika teaduskirjandusest ja peamistest teoreetilistest käsitlustest?

The goal of the assignment is to apply the theoretical insights gained from the course to the analysis of a specific case.

The written assignment should include the following elements:

• The delineation of the specific case (e.g. a specific problem in public policy).
• How can different theories of public policy be used for analysing the case?
• What kind of theoretical insights does the chosen case study illustrate?
• What kind of practical suggestions can one make for the specific case based on the theoretical approaches in the scholarly literature of public policy?
