Aine eesmärk on selgitada tehisintellekti meetodite ja tehnoloogiate rakendamist avalikus sektoris, sh avalike teenuste täiustamist, andmeanalüüsi ja turvalisuse tagamist. Aine annab ülevaate tehisintellekti kasutusvõimalustest valitsusasutustes ja aitab üliõpilasel hinnata nende lahenduste turvalisuse ja eetilisi aspekte.

The aim of this court is to explain the application of artificial intelligence methods and technologies in the public sector, incl. the improvement of public services, data analysis, and security assurance. The course provides an overview of the potential uses of artificial intelligence in government institutions and helps the student assess the security and ethical aspects of these solutions.

Õppeaine läbinud üliõpilane:
- mõistab tehisintellekti kasutamise võimalusi ja piiranguid avalikus sektoris;
- analüüsib turvalisuse ja andmekaitse aspekte tehisintellekti rakendamisel;
- tunneb peamisi regulatsioone ja eetilisi norme, mis on seotud tehisintellekti kasutamisega;
- hindab kriitiliselt avaliku sektori tehisintellekti lahendusi ja pakub soovitusi nende täiustamiseks;
- tunneb tehisintellekti põhilisi meetodeid ja tehnoloogiaid, nagu masinõpe ja andmeanalüüs ning rakendab neid praktilistes olukordades;
- hindab tehisintellekti süsteemide mõju otsustusprotsessidele ja teenuste automatiseerimisele;
- arvestab tehisintellekti lahenduste rakendamisel nende õiglus- ja läbipaistvusküsimustega.

After completing this course the student:
- understand the opportunities and limitations of applying artificial intelligence in the public sector;
- be able to analyze security and data protection aspects in the implementation of artificial intelligence;
- be familiar with the key regulations and ethical norms related to the use of artificial intelligence;
- be able to critically assess AI solutions in the public sector and offer recommendations for their improvement;
- understand the basic methods and technologies of artificial intelligence, such as machine learning and data analysis, and apply them in practical situations;
- be capable of evaluating the impact of AI systems on decision-making processes and service automation;
- be able to consider fairness and transparency issues when implementing AI solutions.

Õppeaine keskendub tehisintellekti meetodite ja tehnoloogiate rakendamisele avalikus sektoris. Üliõpilased saavad põhjaliku ülevaate tehisintellekti kasutusvõimalustest ja piirangutest, sealhulgas avalike teenuste täiustamisest, andmeanalüüsist ning turvalisuse ja andmekaitse tagamisest. Aine käsitleb ka tehisintellekti süsteemide eetilisi ja õiguslikke aspekte, pakkudes vahendeid nende kriitiliseks hindamiseks ja täiustamiseks. Üliõpilased õpivad tundma masinõppe ja andmeanalüüsi põhimõtteid ning saavad praktilisi näiteid ja oskusi nende rakendamiseks otsustusprotsessides ja teenuste automatiseerimisel.

The course focuses on the application of artificial intelligence methods and technologies in the public sector. Students will gain a comprehensive understanding of the opportunities and limitations of AI, including the enhancement of public services, data analysis, and ensuring security and data protection. The course also addresses the ethical and legal aspects of AI systems, providing tools for their critical assessment and improvement. Students will learn the principles of machine learning and data analysis, acquiring practical skills for applying them in decision-making processes and service automation.
