Õppeaine eesmärk on:
- anda õliõpilasele süsteemne arusaam digiühiskonna kriisivalmidusest;
- anda ülevaade enamlevinud teoreetilistest käsitlustest riikide toimepidevuse valdkonnas;
- anda üliõpilasele praktilised käsitlused ja analüüsivahendid digiühiskonna kriisivalmiduse hindamiseks.

The aim of this course is to:
- give the student a systematic understanding of the resilience of the digital society;
- give an overview of the most common theoretical approaches in the field of national resilience;
- give the student practical approaches and analytical tools for assessing the resilience of the digital society.

Aine läbinud üliõpilane:
- analüüsib digitaalse ühiskonna kriisivalmiduse põhimõtteid ja komponente, lähtudes teoreetilistest raamistikest;
- võrdleb erinevaid ühenduvuslahendusi (Connectivity) ja eristab nende eeliseid ning puudusi kriisiolukordades.
- analüüsib digitaalse taristu (Infrastructure) haavatavusi ning hindab nende mõju ühiskonna toimepidevusele ja avalikule usaldusele;
- rakendab teadmisi küberturvalisusest, andmekaitsest ja heast valitsemistavast (Governance), et pakkuda välja lahendusi digiühiskonna vastupidavuse suurendamiseks;
- sõnastab ettepanekuid digiühiskonna kriisivalmiduse parandamiseks, võttes arvesse keskkonnaalaseid aspekte (Environmental Impact and Sustainability);
- hindab kriitiliselt digitaalsete tehnoloogiate (sh tehisintellekt) (Technology) rolli ja eetilisi aspekte digiühiskonna vastupidavusel, sh infosõja ja desinformatsiooni kontekstis;
- sõnastab ettepanekuid digiühiskonna erinevate valdkondade kriisivalmiduse parandamiseks, arvestades nii tehnilisi, juriidilisi kui ka sotsiaalseid aspekte.

After completing this course the student:
- analyses the principles and components of resilience in a digital society, based on theoretical frameworks;
- compares different connectivity solutions (Connectivity) and distinguishes their advantages and disadvantages in crisis situations;
- analyses vulnerabilities in digital infrastructure (Infrastructure) and assesses their impact on the continuity of society and public trust;
- applies knowledge of cybersecurity, data protection and good governance (Governance) to propose solutions to increase the resilience of a digital society;
- formulates proposals to improve the crisis preparedness of a digital society, taking into account environmental aspects (Environmental Impact and Sustainability);
- critically assesses the role and ethical aspects of digital technologies (including artificial intelligence) (Technology) in the resilience of a digital society, including in the context of information warfare and disinformation;
- formulates proposals to improve the crisis preparedness of various areas of a digital society, taking into account technical, legal and social aspects.

Õppeaine annab süsteemse ülevaate digiühiskonna kriisivalmidusest, käsitledes seda laiapõhjaliselt ja praktiliste näidete abil. Õppeprotsessis analüüsitakse digiühiskonna toimepidevust teoreetilise raamistiku kaudu. Analüüsitakse digitaalse ühiskonna olulisi komponente: ühenduvust, taristut, valitsemist, keskkonnamõju ja tehnoloogiaid. Aine käigus käsitletakse teoreetilisi käsitlusi riikide toimepidevusest ning antakse praktilised tööriistad digiühiskonna vastupanuvõime hindamiseks. Keskendutakse digiühiskonna haavatavustele, oluliste digiteenuste järjepidevusele, küberturvalisusele, andmekaitsele ning kaasaegsete tehnoloogiate (sh tehisintellekti) rollile ja eetilistele aspektidele infosõja ja desinformatsiooni kontekstis.

This course provides a systematic overview of the resilience of the digital society, using a broad and practical approach. Throughout the course, we will analyze the continuity of a digital society through theoretical frameworks. We will analyze the key components of a digital society: connectivity, infrastructure, governance, environmental impact, and technologies. The course covers theoretical approaches to national resilience and provides practical tools for assessing the resilience of a digital society. The focus is on vulnerabilities in the digital society, the continuity of critical digital services, cybersecurity, data protection, and the role and ethical aspects of modern technologies (including artificial intelligence) in the context of information warfare and disinformation.
