Kursuse eesmärgiks on anda ülevaade avaliku teenistuse põhiküsimustest ning reformisuundadest erinevates riikides, sealhulgas Eestis. Kursus läheneb avalikule teenistusele kahest perspektiivist. Esiteks, süsteemi perspektiivist, kus vaatluse all on avalik teenistus kui oluline valitsemisinstitutsioon ning juhtimissüsteem. Teiseks, personalijuhtimise perspektiivist, kus eesmärgiks on tutvustada ja analüüsida avaliku sektori personalijuhtimise konteksti eripärasid võrreldes erasektoriga. Kursus annab põhjaliku ülevaate personalijuhtimise meetoditest ja funktsioonidest ning analüüsib personalijuhtimise teoreetiliste aluste paikapidavust ning praktikate rakendatavust avalikus sektoris.

The course aims to give an overview of the underlying issues and reform trends in public service in a variety of states, including Estonia. Two perspectives to public service are employed. First, the focus is on the system perspective through analysing public service as a crucial governmental institution and a management system. Second, the human resource management (HRM) perspective aims to introduce and analyse special characteristics of HRM in the public sector compared to the private sector. The course provides a comprehensive overview of the methods and functions of HRM in the public sector and develops a critical approach of the theoretical foundations and empirical practice of HRM in the public sector.

Kursuse läbinud üliõpilane:
1. selgitab lahti avaliku teenistuse kontseptsiooni kesksed ideed, sh tunneb avaliku võimu teostamise põhiprintsiipe, avalikku eetikat ja ametnike käitumist reguleerivaid põhiväärtusi;
2. tunneb erinevaid avaliku teenistuse süsteeme ning rahvusvahelisi reformisuundi viimastel aastakümnetel;
3. teab Eesti avaliku teenistuse süsteemi põhialuseid, keskseid probleeme ning arenguvajadusi;
4. analüüsib tippametnike rolli avaliku halduse süsteemis ning poliitilise ja administratiivse sfääri eristamise probleeme;
5. hindab kriitiliselt erinevaid personalijuhtimise lähtealuseid, trende ja praktikaid ning analüüsib nende tugevaid ja nõrku külgi;
6. tunneb personali valiku ja värbamissüsteemide ning karjäärijuhtimise rolli ja meetodeid avaliku teenistuse juhtimisel
7. mõistab ametnike hindamise ja tasustamise problemaatikat ning tunneb vastavaid meetodeid ja arenguid;
8. väljendab oma mõtteid konkreetselt ja arusaadavalt kirjalikus vormis ning oskab koostada valdkondlikke juhtumianalüüse.

After completing the course student:
1. explains the central ideas of the concept of public service, including the principles of exercising public power, public ethics and key values of public service;
2. is familiar with different civil service systems and international reform trajectories during the last decades;
3. knows the underlying principles of the Estonian public service, its actual problems and development needs;
4. analyzes the role of senior civil servants within public administration and the complexities of political-administrative relations;
5. assesses critically different trends and practices in HRM and is able to analyse their strengths and weaknesses;
6. is familiar with the role and methods of recruitment, selection and career management in the public service;
7. understands the issues, methods and trends related to appraisal and remuneration in the public sector;
8. expresses his/her thoughts clearly and concisely in a written format and knows how to compose case study analysis in HRM.

Kursuse käigus käsitletavad peamised teemad on: Avaliku teenistuse mõiste ja kontseptsioon. Avaliku teenistuse roll ja ülesanded riigivalitsemisel. Avaliku teenistuse väärtused. Võrdlev avalik teenistus. Avaliku teenistuse reformid maailmas. Eesti avaliku teenistuse süsteem – arengud ja probleemid. Tippametnikud, nende roll avalikus halduses. Poliitika ja administratsiooni suhted. Avalik eetika. Personalijuhtimise sarnasused ja erisused avalikus ja erasektoris. Strateegiline personalijuhtimine. The main subjects of the course are: Concept and definition of public service. The role and tasks of public service in modern public administration. Public service values. Comparative public service. Public service reforms in an international perspective. The Estonian public service – reforms and challenges. The role of senior civil servants in public administration. Political-administrative relations. Public ethics. Similarities and differences of HRM in public and private sectors. Strategic HRM. Recruitment, selection and career management. Civil service training and development. Job analysis and performance appraisal. Public service motivation and remuneration.
