Kursuse eesmärgiks on anda ülevaade ühest õppekavaga seonduvast spetsiifilisest teemavaldkonnast, vastavalt päevakajalistele arengutele, uurimissuundadele jne. avaliku halduse ja innovatsiooni alal; samuti võimaldada üliõpilaste teadmiste täiendamist avaliku halduse valdkonna põhiküsimustes (vastav vajadus sõltuvuses üliõpilase eelnevast erialasest ettevalmistusest ning otsustatakse koostöös programmijuhiga).

The main aim of the Elective Course is to give an overview of a narrower research area of public administration and innovation as derived from the latest development trends and topical issues in the field, but also to support catching-up in the underlying issues of public administration (the second track dependent on student’s previous educational background and decided together with a programme director).

Kursuse läbinud üliõpilane:
- teab kursuse teemavaldkonna põhimõisteid ja oskab lahti seletada nende sisu;
- analüüsib käsitletava valdkonna põhialuseid, keskseid probleeme ning arengusuundi;
- mõistab kursuse teemavaldkonna seoseid teiste avaliku halduse ja innovatsiooni põhiteemadega;
- oskab koostada valdkondlikke juhtumianalüüse;
- väljendab oma mõtteid konkreetselt ja arusaadavalt kirjalikus ja suulises vormis.

After completing the course student:
- knows the main concepts of the topic under investigation and explains their meaning;
- analyzes the underlying principles of the subject, its actual problems and development trends;
- understands the relationships of the subject matter and other central concepts of public administration and/or innovation disciplines;
- knows how to compose case study analysis;
- expresses his/her thoughts clearly and concisely in a written format.

Kursuse käigus käsitletavad peamised teemad on: valdkonna põhimõisted; kesksed probleemid; arengutrendid erinevate riikide võrdluses; teooria rakendamine praktika hindamiseks ja analüüsimiseks.

The main subjects of the course are: central concepts and definitions of the topic under investigation; actual problems; trends of development in different countries; application of theory to the analysis and evaluation of practice.
