Kursuse peamine eesmärk on:
- Anda ülevaade avaliku sektori strateegilise juhtimise olemusest, peamistest küsimustest, kujunemisest, ajaloolistest arengutest.
- Selgitada strateegilise juhtimise, tulemusjuhtimise ja finantsjuhtimise omavahelisi seoseid.
- Käsitleda ressursside juhtimist avaliku sektori kontekstis strateegiliste eesmärkide saavutamiseks.
- Tutvustada eelarvestamist avalikus sektoris ning peamisi vaidluspunkte eelarve planeerimisel, elluviimisel ja kontrollimisel.
- Selgitada peamisi analüütilisi tehnikaid, meetodeid ning süsteeme, mida kasutatakse avaliku sektori strateegilises juhtimises.
- Anda konkreetseid juhiseid strateegiliste plaanide koostamiseks avalikus sektoris.
- Tuua praktilisi näiteid, kuidas seostada strateegiline juhtimine, poliitikate analüüs ning kulu-tulu analüüs avalikus sektoris.
- Anda ülevaade avaliku sektori strateegilise juhtimise, tulemusjuhtimise ja finantsjuhtimise reformidest ja nende mõjudest.

The goals of the course are:
- To give an overview of the essence of strategic management in the public sector, the main questions it deals with, how it has evolved historically.
- To explain the linkages between strategic management, performance management and financial management in the public sector.
- To elaborate on how to manage resources in order to achieve strategic goals in the public sector.
- To introduce the main concepts of budgeting and the debates pertaining to the planning and implementation of the budget in the public sector.
- To explain the main analytical techniques, methods and systems used in the strategic management of the public sector.
- To provide concrete guidelines for putting together strategic plans in the public sector.
- To offer practical examples of how to link strategic management, policy analysis and cost-benefit analysis in the public sector.
- To give an overview of the main reforms in public sector strategic management, performance management and financial management and their impacts.

Aine edukal läbimisel üliõpilane:
1. Toob välja avaliku ja erasektori strateegilise ja finantsjuhtimise peamised erinevused.
2. Mõistab strateegilise juhtimise ja tulemusjuhtimise ja finantsjuhtimise reformide põhjuseid avalikus sektoris.
3. Oskab hinnata kritiseerida olemasolevaid strateegilisi plaane avalikus sektoris ja nende seoseid eelarvega.
4. Püstitab asjakohased strateegilised eesmärgid ja valib sobivad tulemusindikaatorid.
5. Kasutab kulu-tulu analüüsi erinevate projektide ja programmide hindamiseks avalikus sektoris.
6. Toob välja seosed strateegilise planeerimise, tulemusjuhtimise ja ressursside juhtimise vahel.

After successfully passing the course, the student:
1. Distinguishes between strategic and financial management in the public sector and the private sector.
2. Understands the main motives behind the implementation of strategic management and performance management and the reforms of financial management in the public sector.
3. Is able to criticise the existing strategic plans and their links to financial plans in the public sector.
4. Sets adequate strategic goals and chooses appropriate performance indicators.
5. Uses cost-benefit analysis in evaluating different programmes and projects in the public sector.
6. Brings out linkages between strategic management, performance management and resource management in the public sector.

Kursuse eesmärk on põhjalike teadmiste andmine avaliku sektori strateegilisest juhtimisest. Kursus annab ülevaate avaliku sektori strateegilise juhtimise olemusest, peamistest küsimustest, kujunemisest, ajaloolistest arengutest. Kursuse jooksul selgitatakse avaliku sektori strateegilise juhtimise, tulemusjuhtimise ja finantsjuhtimise omavahelisi seoseid, antakse ülevaade peamistest reformidest ning nende mõjudest. Kursus tutvustab peamisi analüütilisi tehnikaid, meetodeid ja süsteeme, mida kasutatakse avaliku sektori strateegilises juhtimises ja selgitab, kuidas seostada neid tulemusjuhtimise ja ressursside juhtimisega. Kursuse jooksul antakse konkreetseid juhiseid selle kohta, kuidas koostada strateegilisi plaane avalikus sektoris ja kuidas hinnata ning kritiseerida olemasolevaid plaane. Kursus toob praktilisi näiteid, kuidas seostada strateegiline juhtimine, poliitikate analüüs ja kulu-tulu analüüs avalikus sektoris.

The course aims to give students knowledge about strategic management in the public sector. The course provides an overview of the nature of strategic management, its main questions and evolution over time. The course explains the linkages between public sector strategic management, performance management and financial management, gives an overview of the main reforms in those areas and explains the impacts of the reforms. The course introduces the main analytical techniques, methods and systems that are used in the strategic management of the public sector and how to link those with performance management and managing resources. The course provides practical guidance about how to compile strategic plans in the public sector and how to evaluate and criticize existing plans. The course gives specific examples about how to link strategic management, policy analysis and cost-benefit analysis.

Iseseisva kirjaliku töö eesmärgiks on analüüsida strateegilist juhtimist ühes konkreetses avaliku sektori organisatsioonis kursuses omandatud teoreetiliste ideede valguses. Töö fookuseks on hinnata strateegilise juhtimise, tulemusjuhtimise ja ressursside juhtimise omavahelisi seoseid valitud organisatsioonis, tuua välja puudusi strateegilise juhtimise korralduses ning teha ettepanekuid selle parandamiseks.

The goal of the independent written assignment is to analyse strategic management in one specific public sector organization in light of the theoretical insights received during the course. The focus of the assignment is to evaluate the linkages between strategic management, performance management and resource management in the chosen organization, to point out shortcomings in the existing approaches to strategic management and to make suggestions about how to improve them.
