Õppeaine eesmärk on:
- arendada üliõpilaste teadmisi keskkonna ja majanduse vahelistest suhetest;
- anda ülevaade keskkonnaökonoomika põhimõtetest, meetoditest ning arendada oskust sellealast informatsiooni leida ja teaduspõhiselt tõlgendada;
- edendada teadmiste kujunemist keskkonnaressursside jätkusuutlikust majandamisest ja sellega seotud instrumentidest;
- kujundada võimet hoomata globaalse, regionaalse ja kohaliku jätkusuutlikkuse majanduslikku vaadet, arvestades sotsiaal- ja keskkonnaaspektidega.

The aim of the course is to:
- develop students' knowledge of the relationship between the environment and the economy;
- give an overview of the principles and methods of environmental economics and develop the ability to find and scientifically interpret information in this area;
- promote the development of knowledge about the sustainable management of environmental resources and related instruments;
- develop the ability to grasp the economic view of global, regional and local sustainability, taking into account social and environmental aspects.

Aine läbinud üliõpilane:
- mõistab keskkonnaökonoomika põhimõisteid, teooriaid ja kontseptsioone;
- sünteesib erinevaid lähenemisviise ja teadmisi keskkonna majanduslikust mõõtmisest ning rakendab neid analüütiliselt;
- kasutab mitmesuguseid meetodeid avalike hüvede rahalise väärtuse kindlaksmääramiseks;
- rakendab erinevaid meetodeid, et tõhusalt arvutada keskkonnaalaste investeeringute ja projektide mõju avalikule hüvele;
- hindab kriitiliselt ja analüüsib keskkonnaökonoomilisi andmeid, pakkudes asjakohast teavet poliitikakujundajatele ja huvirühmadele.

After completing this course the student:
- understands the basic terms, theories and concepts of environmental economics;
- synthesizes different approaches and knowledge of the economic measurement of the environment and apply them analytically;
- uses various methods to determine the financial value of public goods;
- applies different methods to effectively calculate the impact of environmental investments and projects on the public good;
- evaluates critically and analyzes environmental economic data, providing relevant information to policy makers and stakeholders.

Tudeng saab õppeaines ülevaate keskkonna ja majanduse vahelistest suhetest. Käsitletakse keskkonnaökonoomika põhimõtteid ja meetodeid ning arendatakse oskust leida teemaga seotud informatsiooni ning seda teaduspõhiselt tõlgendada. Tudeng saab ülevaate keskkonnaressursside jätkusuutlikust majandamisest ja sellega seotud instrumentidest. Käsitletakse ka globaalse, regionaalse ja kohaliku jätkusuutlikkuse majanduslikku vaadet, arvestades sotsiaal- ja keskkonnaaspekte.
brief description of the course in English
In the subject, the student gets an overview of the relationship between the environment and the economy. The principles and methods of environmental economics are discussed and the ability to find information related to the topic and to interpret it based on science is developed. The student gets an overview of the sustainable management of environmental resources and related instruments. The economic view of global, regional and local sustainability is also discussed, taking into account social and environmental aspects.

The coursework is successfully completed when the learner achieves the learning outcomes listed below at a good (3) (61-75%) level:

- The rules for successfully completing the coursework have been discussed with the learners, and they understand them.
- The learner knows and can relate the stages of the political cycle.
- The learner understands the need for fact-based problem assessment, knows how instincts distort the perception of the world, and can correct these distortions.
- The learner analyzes the desires of economic agents to use public goods and can explain the socially optimal level of production.
- The learner is familiar with the basic principles of economic analysis related to the allocation of public goods.
- The learner connects problems with the formation of political objectives designed to address them.
- The learner knows the "command-and-control" instruments used in the allocation of environmental resources.
- The learner knows the economic instruments used for the allocation of environmental resources.
- The learner can discuss the conditions under which public environmental goods are transformed into private goods.
- The learner finds materials to assess the efficiency of the political process and analyzes its efficiency.
- The learner can explain the principles of social cost-benefit analysis.
- The learner can recommend tools for organizing the use of environmental resources based on different criteria.

The achievement of learning outcomes is assessed through the completion/results of the following tasks:

- The learner participates in at least 75% of the planned classroom coursework.
- The learner completes three (3) independent assignments that meet the established criteria for independent work and are approved by the instructor.
- The learner successfully completes an assessment task – creating a mind map of the political process.

Final grade for the course: pass / fail
