Õppeaine käsitleb kogu ehitusprojekti elutsüklit alates ehitusinvesteeringute hindamisest, nende valikust kuni projekti lõpetamiseni. Eesmärgid on järgmised:
- tutvustada ehitusinvesteeringuid ja nende hindamist;
- selgitada projekti rahastamise osatähtsust;
- anda ülevaade projektijuhtimisest ehituse kontekstis;
- tutvustada ehitusinvesteeringute, projektide finantseerimise ja projektijuhtimise mõisteid, termineid ja meetodeid;
- näidata milline on projektijuhi roll ehituses;
- tuua näiteid parimatest saavutustest investeeringu hindamise, projektide finantseerimise ja projektijuhtimise osas.

The course considers the entire construction project life cycle from investment appraisal and project selection through to project completion. Its objectives include the following:
- to introduce construction investments and their evaluation;
- to explain the role of project finance;
- to provide an overview of project management in a construction industry context;
- to introduce investment appraisal, project finance and project management concepts, terms, tools and techniques;
- to illustrate the role of the project manager in delivering construction projects;
- to indicate current best practice with regard to investment appraisal, project finance and project management.

Selle kursuse läbinuna on üliõpilane võimeline:
- hindama ja võrdlema ehitusinvesteeringuid;
- identifitseerima olukordi, milles investeeringu hindamise, projektide finantseerimise ja projektijuhtimisele spetsiifilisi lahenemisviise ja töövahendeid saab otstarbekalt kasutada;
- identifitseerima tehtud vigu ehitusprojektide läbiviimises;
- leidma ja kasutama vajadusel detailsemat ehitusinvesteeringuga, projektide finantseerimisega ja projektijuhtimisega seotud informatsiooni.

Having completed this course of study, the student should be able to:
- evaluate and compare construction investments;
- identify situations in which specific investment appraisal, project finance and project management approaches, tools and techniques may be appropriately applied;
- identify project management shortcomings and failures in construction projects;
- access and understand more detailed construction investment, project finance and project management information when they require it.

Majandus riiklikus kontekstis, riiklike investeeringute poliitika, ehitusinvesteeringuid soodustavad programmid ja nende kasumlikkus. Avaliku- ja erasektori investorite ja investeeringute projektid. Investeeringute hindamise meetodid. Finantsrisk. Keskkonnakaitse ja sotsiaalse jätkusuutlikkuse aspektid ehitusinvesteeringutes. Projektide finantseerimine.
Projekti mõiste ja olemus. Projekti algatamine ja lõpetamine ning projektijuhtimise integratsiooni mõiste. Projektijuhtimise põhifunktsioonid: juhtimine ajas, maksumuse juhtimine, kvaliteedijuhtimine, inimressursside juhtimine, kommunikatsiooni juhtimine, riski juhtimine, konfliktide ning eriarvamuste juhtimine. Projektijuhtimise organisatsioon, selle lepinguline korraldus. Projektijuht, tema valik ning vajalikud professionaalsed oskused. Ehitusprojekti määratlemine. Ehitusprojekti põhilised etapid, projekti plaanimine, tööde käigu jälgimise ning dokumenteerimise põhimõtted. Projektijuhi kohustused ja vastutus.
brief description of the course in English
The national economic context, public investment policies, programmes and incentives for construction investments. Public and private sector investors and investment projects. Investment appraisal methods. Financial risk. Environmental and social sustainability aspects of construction investments. Project finance. The concept and nature of projects. Project initiation and completion as well as the concept of project management integration. The principle functions of project management: time management, cost management, quality management, human resources management, communication management, risk management, managing conflict as well as managing dissenting opinions. The project management organisation and contractual arrangements. The project manager, his/her selection and required professional knowledge. Defining the construction project. Principal phases of construction projects, project planning, work progress monitoring and documentation principles. The project manager’s obligations and responsibilities.
